So,

in this case, the easiest way to graph the line is to test two (2) easy values, find two (2) ordered pairs, locate them on the coordinate grid, and draw a line through those points.

an obviously easy x-value would be -4.  this would make the right side equal zero:
y + 2 = 32(-4 + 4)
y + 2 = 32(0)
y + 2 = 0
y = -2

ordered pair: (-4, -2)

another easy one would be x = -3.
y + 2 = 32(-3 + 4)
y + 2 = 32(1)
y + 2 = 32
y = 30

ordered pair: (-3, 30)
first ordered pair: (-4, -2)

now, just plot those points on the graph and you will have the line that represents y + 2 = 32(x + 4).
