Part a: yes, there is a relation. as more time they spend practising, the  higher will their score be. take for example, when they practise two hours, they get 17 points, and when they practise four hours they get 29 points. attached is a graph i did on excel with the data. there you can see that the line rises.part b: a function in this case will normally look like the following: y=mx+a."m" is the slope and "a" is the "y" when "x" is 0. so, "a" is (+)5, and "m" can be calculated by using the data/points on the graph. the slope between each following point is of 6. this is calculated by  .so we have for example points [0; 5] and [0.5; 8] ->   =6. you can verify this for every point. so the final equation is y=6x+5. on the graph attached is also the equation of the line that can also be calculated on excel.part c: the slope indicates the relation of the amount of hours practising with the resultant score. because it is positive it means that as more they practise, more they score. the y-intercept or "a" is the score they get when they don't practise at all.
