Money Left after Jeans = $60 - $25
                                       = $35

If one shirt costs $5 then,
 # of shirts that can be purchased = $35 ÷ $5
                                                          =   7

                ∴  a suitable inequality is x ≤  7  (where x represents the number of shirts)

And this is true because if more than 7 shirts are bought, then more than $35 would be needed.
