Some hot dogs come in packages of 8.why would a baker of hot dog buns packages 7 hot dog buns to a package

The reason as to why the baker had package hotdogs of seven and not eight because they are making consumers buy another package because other people will likely buy eight and if it is only comprise with seven, they will likely buy another package, to have eight hotdogs and not just seven.
