The shifting of an equation to the right will cause its x to be subtracted with 9 units. also, shifting it down, will cause its y value to be subtracted with 1 unit. from the given equation,
                                h(x) = 4x² - 16
the shifting will cause this graph to become, 
                              h(x - 9) - 1 = 4(x - 9)² - 16
