so here you use the slope and point slope form.

so m=(3-1)/(6-3)
m=2/3
that is your slope then use the point-slope form.
you can use any one point from the two. lets use (3,1)
so (y-1)=2/3(x-3)
y-1=2/3x-2
so solve it till you have only a y on one side.
y=2/3x-1
