How I would solve this is but it in a calculator. But if you can't chance 1/4 to a decimal. So it's .25 Then multiply 36x.25=9.

Simplest way to do it in the head is by dividing in 2, twice. (Works in this case only)

36/2= 18
18/2 = 9

The answer is 9.

If you remember basic maths tho, its much easier to either do:
36*(1/4)=36/4=9
or
36*0.25=9
