Duncan told his friend Tran that when you multiply any number by 10%, you can just write two zeros after the last digit of the number. He gives the example: 4x100 - 400 to prove this is always true. Tran disagrees and gives his example: 04 x 10' to prove that Duncan's rule is not always true. Who is correct
