Suppose Lake Cachuma currently holds 97000 acre-feet of water, and that Santa Barbara is given the right to use 29.1% of the stored water per year.
Write a function that ouputs the amount of water in the lake t years from now if Santa Barbara uses their
max allowed water per year. Ignore use by other towns, and assume no water is added to the reservoir.

acre-feet.
Of course this is an overly-simplified model, but it's a start. Maybe you can think of a way to modify your
function to adjust for other towns' usage and rainfall.
