In this instance of Congress's power, Congress has the power under constitution, Article 1, Section 8, Clause 12 states that Congress has the power to declare war and appropriate military funding, however their power of war is shared between the President.

Furthermore, according to the Scenario, "They did not provide the U.S. citizens with a trial, and the country's leader will only say that they were breaking the law and that he would do it again." Suggests the dictator has a strong disliking to Americans, which caused the civilians to be executed without even a hint of justice.

A similar real life scenario to this case would be in 2021. When China was reported to have detained 127 journalist (not all of are American) and later expelling them after Trump limited the amount Chinese immigrants into USA Borders.

for example:

lets say you own a small business and taxes go up 4% that means it is going to cost your business more money to buy product to sell. but at the same time you make more money from the tax rise.
