Under a state law, a dog owner is strictly liable to any person who is injured by his/her dog, if the dog has bitten someone before. Zeona knew her dog bit her neighbor a few months ago. However, she keeps Zeona on a leash when she walks her and is extremely careful to avoid it happening again. By accident one day Zeona's dog gets out of the house and bites the mailman. While Zeona be liable?
