In a courtroom in Paris, France, a French citizen was accused of committing a crime while on holiday in Thailand. The convicted man, Amnon Chemouil, was sentenced to seven years in prison for raping a 12-year-old girl while on a “sex holiday” in Thailand. This was the first attempt to convict a traveler who went overseas to sexually exploit children. Do you agree with his conviction given that he committed no crime according to Thai law? Explain.

Why might it be difficult to prosecute a citizen who violates its laws outside its borders, when the offence is not illegal in the country he or she is visiting?
