In 2016 Seattle, Washington became the first city in the United States to adopt a local law
specifically allowing drivers for taxicab associations, for-hire vehicle companies, and for
"transportation network companies” like Uber to select an “exclusive driver representative" to
negotiate on their behalf. The ordinance is similar to the NLRA in identifying subjects to be
negotiated and creating procedures for certifying the representative and for arbitration.
