The American Library Association and the American Civil Liberties Union sued the U. S. government. They claimed CIPA violated the free speech rights of adults. In 2002 the U. S. District Court for the Eastern District of Pennsylvania agreed that CIPA violated First Amendment rights. The U. S. District Court said that the government could not enforce CIPA. The U.
