Is the freedom to drink alcoholic beverage considered as individual right?

Give your opinion on government banning total freedom of drinking alcoholic beverages if the ban wasn't influenced by religion, but rather for general citizen safety (For example: The increasing rate of car accident caused by drivers whom are in the influence of alcohol lead the government to consider banning alcoholic drinks)
