Groups such as the Constitutional Rights Foundation and Human Rights First have criticized the PATRIOT Act for infringing on civil liberties of American citizens in the name of providing better security.  The PATRIOT Act, passed after the 9-11 attacks (in 2001) was aimed at combating terrorism by whatever means deemed necessary for national security.  The full name of the act was the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001
