Tsar alexander ii declared that it is "better to abolish serfdom from above than to wait until it will be abolished by a movement from below." which statement below best explains his words? he would abolish serfdom only when the nobles demanded that he do so. he had a moral duty to end serfdom because it was wrong. the serfs would wait for many years to be freed because they trusted him. if he did not abolish serfdom, then the serfs would rise up against the government.
