1.  The senate and House of Representatives.  

2.  The purpose of this resolution is to have the admission to bring Texas into the union.

3.  The republic of Texas was annexed into the United States and changed into as one of the states belonging to the United States.  They would be relieved since they didn't want to be a possession from Mexico and remained their own country until they agreed to join the United States.
