The president, congress members, lobbies, and even private citizens can propose legislations, but they do so in different ways. discuss the different ways that these people or groups can suggest a new bill. sample answer the test gave  the president can suggest new bills through political connections or in public speeches like the state of the union address. lobbies are groups that meet with political figures to try to influence political decision making. lobbies can influence the creation of legislation through simple meetings or they can form political action committees and raise money for a candidate who promises to support their cause. any private citizen can also start a campaign for a new bill, though the road is longer. for a citizen, the process starts by meeting with a congress member, either a representative or a senator, to discuss the reasons for a new bill.

1.       As a Private Citizen

You, as a citizen of the state can propose bills for the country. But in order for this suggestion to be successfully noticed, you must first pass it to a representative of the Congress or one of their staff because only a member of Congress can propose a bill.

2.       As a ‘Lobbyist’

Not anyone can be a lobbyist, it is a term used for registered citizens that seek to change laws by petitions or requests.  They try to influence laws and legislations that they feel are wrong. Lobbyists let the Congress know about the people’s need and tell them how one bill can help or hurt the people they represent.

3.       As a member of Congress

Although only a member of Congress can propose a bill, it does not automatically pass. Before a bill becomes law, it will have to be voted by the House, approved by the Senate and finally by the President.

4.       As the President

The President can also propose or suggest bills but it must still be voted upon by the Senate and Congress and only then will it become a law. The President does not have the power to directly make new bills.

government is defined as the legitimate use of force to control human behavior within territorial boundaries, here comes in hobbes and locke.

hobbes takes the part about controlling human behavior. while locke takes the part of legitimate use of force, since force is not legitimate unless there is consent of the people. 

there are basically 3 goals of the government: 1) maintain order by protecting life and property. 2) providing public goods, those which are typically not provided by the public sector, such as roads and education. 3) promote equality be it political, opportunist or outcome equality.
