The reconstruction acts of 1867 divided the former confederate states into five military districts, each to be occupied by union generals and soldiers as a means to maintain peace. tennessee was the only exception. why was this? a. tennessee had already been admitted into the union upon ratifying the fourteenth amendment. b. tennessee was no longer considered an ex-confederate state because it had adopted a new constitution banning slavery. c. tennessee did not resist the acceptance of african americans into every day society, and therefore did not need military occupation. d. tennessee was home to the head members of the kkk, who refused to allow any military occupation.
