This 1896 case is considered a landmark ruling, as this allowed for the doctrine of "separate but equal" to be used in public places around the country. This case was used as a means to create segregated schools, churches, restaurants, etc.

This statement, written by Justice Brown, refers to the fact that nowhere in the constitution does it explicitly discuss this idea of separating races.
