Tucker thought that Virginia has higher number of slaves as compared to free people and even in some parts of Virginia there were four slaves on one free person and this majority in numbers will affect the ideas of slaves.

He said that the people who are already living in a society have full right to deny entry of new people in their area or society. By imposing these all laws on the slaves of Virginia, Turner hoped that the slaves will leave the state. Tucker was on a view that Dueo majority of slaves in Virginia, It will affect their mindset and ideas of keep on living as free slaves.
