What form of government did the articles of confederation create

It created a weak federal government and the states had more power the federal government: could not make taxes, could not regulate trade, could not own a army, could not make laws an example of the federal government being weak was a rebellion of soldiers demanding the government for money and threatened to take action if this demand was not met the government had no power to stop them they must call on states for a army when one did not show up the government had to flee
