The Articles IV to VII of the US Constitution clarify the federal system of government. In other words, these Articles aim to describe how does the Federal system work and the powers of Congress and its limits. They also refer to the fact that each State agrees with it and will follow its rules. For example, the Article IV explains the relationship between the States and the Congress, but it also mentions the Congress has the power to admit new States, and Article VII refers to the agreement of each State to the Constitution.
