Muslims have, since their inception, especially at the beginning been very benevolent towards Christians by protecting Christian pilgrims traveling to the Holy Land as they passed through Muslim regions,  from the attack of the robbers. Later, during the development and expansion of Islamic caliphates and empires, there was a conquest of Christian territories with Christian as well as with Jewish people. In some of them, non-Muslims are offered to convert to Islam, they would have all the privileges like the other Muslims, because as Christians and Jews they had to pay special taxes. Usually, non-Muslims were considered unbelievers and as such were ordinary people without privileges, and therefore their participation in government was not possible, except in some case at the provincial lower level, for the sake of easier management. All non-Muslims were allowed to confess their religious convictions, with restrictions of course, for example, it should not interfere with Muslims, especially during Ramadan, or if Christians were allowed to build their own church in some area, they had to to be at a lower physical level than the mosque, not counting the minaret.
