Historically, who has been punished the harshest for prostitution?

In history the oldest profession banned in AD Accepted in Medieval Era Punished by death in 16th century and the Police monitored brothels during French Revolution because it is Highly visible/industrialized during 19th century.  WWII had comfort brothels then on 1971 Nevada permits brothels but 2000 Trafficking Victims Prevention Act.
