Why do developing countries remain dependent on former colonial powers or other industrialized countries

Developing countries remain dependent on former colonial powers or other industrial nations because they lack technologies and expertise for them to establish their own industries, these nations require what we call the so called technological transfer. For example in building railways, nations like Japan would build it in coordination with local engineers, so that one day they can build for themselves. Developing nations also lack the funds, so basically the richer nation would lend them. The main reason for the dependence is that the developing nations could not stand on its own since these countries are depending on their so called masters for far too long for them to stand on their own.
