Why was it very difficult to get laws passed under the articles of confederation? all states had to agree before a law was passed. nine of the states had to agree before a law was passed. each stateā€™s vote was not equal, so there was too much disagreement. citizens didnā€™t always let their states know how they wanted them to vote.
