It is clear that this way through their elected government, in essence the majority rule, and in order to make the government easier to control, it should be separated into executive and legislative ones. Today's vocabulary would mean that the government is divided into different offices. Although this is one of the options offered, and it could also be the correct answer to the question, however, this argument is also in the service of providing a government which should respect the  fundamental rights of citizens.
