Why is saudi arabia considered a monarchy rather than a theocracy?

In Saudi Arabia, it takes place of a context of absolute monarchy where the King is both the head of state and government. Also, the Qur'an is declared to be the constitution of the country, which is governed on the basis of Islamic law.
