What is the status of clause 3 today?

The clause 3 stated that  No Person held to Service or Labour in one State, under the Laws thereof,  . . .
I might say that the situation has gotten a lot better compared to the period when this clause was created. Back then, many companies blatantly won't hire someone based on their skin of color or gender. Now,  they wouldn't dare to make such moves.
