Read the following passages and then answer the question. Canada is a union of ten provinces and three territories. The provinces are very much like the states in the United States, only larger. Each province has its own government, which takes care of education, police, roads, and many other important jobs. Canada's national, or federal, government has important powers to run the whole country.
Mexico is a federal republic comprised of 31 states and one federal district. Mexico's federal government is responsible for the nation's defense and agreements with foreign countries. A considerable amount of power is reserved for the states, which act independently. The states are divided into municipalities; their responsibilities include public services, transportation, and crime prevention.
