How did immigration to the United States change between the late 1800s and late 1900s? More immigrants came from countries outside of Europe. Fewer immigrants were allowed to emigrate to the United States. More immigrants came seeking opportunities instead of freedoms. Fewer immigrants were settling in cities, with more moving to rural areas.
