Article II, Section 2 of the Constitution gives the President the power to act as commander in chief. This is an example of checks and balances. Given the information above, consider the following scenario:

The President decides to send American armed forces into a conflict in a foreign country. Congress disagrees and uses its budget power to stop funding the military action. The President feels Congress has limited his power as commander in chief, and Congress feels the President has encroached on its power to declare war.
