The Babylonian Empire was founded by King Hammurabi in 1792 BCE. Hammurabi united all of the city-states of Mesopotamia and turned Babylon into one of the most powerful cities in the world. Hammurabi created a system of laws and oversaw many grand construction projects. He had complete control over his empire. The government of Switzerland is divided into 26 districts, called cantons. The Swiss constitution was adopted in 1848, making it one of the oldest in the world. The constitution outlines basic rights for individuals and divides power between the different cantons and the national government. Swiss citizens are able to participate in their government by voting directly on laws. They even have the power to challenge laws passed by the government.
