1. All Germans had the right of freedom of speech and freedom of worship.

2. All Germans over twenty years old could vote.

3. The government would be elected by proportional representation; there would be an elected President and elected Reichstag (parliament).

4. The Chancellor would run the country needed the Reichstag's support.

5. The Reichstag would make the laws.

6. The President was Head of State. He would stay out of government but could use Article 48 to rule alone in a crisis. He would not have to consult the Reichstag in this situation.​
