What had created problems for the slaves after?

Approximately one year after the amendment was passed, the Congress had used the power to pass a civil right's bill. This was the first civil rights bill, and it is called the Civil Rights Act of 1866. The law invalidated the black codes (the freed slaves) those laws put into place in the former Confederate states. These states that governed the behavior of the black people, and consequently this kept them dependent on their former slave owners.

Here is the text of the first section:

The bolded phrase is what caused problems for freed slaves. This phrase clarified that unpaid labor in jails and prison was legal, and this began the use of chain gangs, or groups of prisoners doing (often hard) unpaid labor. And since the reunited Confederate states were mostly run by racist former Confederates, law enforcement in these states were as well.
