The Three-Fifths Compromise was created to resolve the debate over the inclusion of the slaves in the measurement of a state's population for legislative and taxation purposes. The effect of the compromise enables the slave states to have an advantage over the representation in the House of Representatives. This advantage spilled to having a disproportionate influence on the presidency, the speakership of the House, and the Supreme Court in the period prior to the Civil War.
