The doctrine of prior restraint says that the government cannot prevent speech or publication of specific document/s. Prior restraint is imposed by the government on its people prohibiting them of instances for expression. Expression could be in the form of written works, made films, or works of art. The Doctrine prohibits such actions and is giving the people the right to expression, especially in democratic forms of government.
