It states that US will intervene in the conflicts between Latin American and European countries to impose the right claim of European powers instead of letting the Europeans to exert their claims directly. He used it with Big Stick policy. He used the Monroe Doctrine to prevent to exercise policing power to end the unrest in western Hemisphere
