Why did roosevelt want to assist the banking system?

he had invested heavily in the financial world
he felt sound banks would re-establish confidence in the economy
he wanted the bankers support with his next set of programs
he needed the people to have money in the bank to loan out to others

I think its B.  Its just really the only one that makes sense.
