Why couldn’t an unindustrialized country be a major world power?

There are not enough resources like North Korea. The rockets have been down into the sea of Japan, still.<<

Not even labor force, too much population, not enough food or water. In fact in North Korea there is a famine and with so many problems like starvation, lack or water, people defecting North Korea, there isn't enough time to focus on becoming a world power before industrializing the country
