Federalism is the word we use to describe the division of powers among local, state, and national governments. It is a way to spread out power and authority. Federalism prevents any one level of government from becoming too powerful. Federalism determines what kinds of laws leaders at each level can make and enforce and what kinds they cannot. In addition, the supremacy clause sets up who has the final word in U.S. law. It is part of the Constitution, in Article VI. The clause says that the Constitution is the "supreme law of the land." That means that no government at any level may use powers that go against the Constitution.
