Do you think social changes should be driven more by emotions or by logic?

Emotional people tend to act in a quick and destructive manner without thinking. So making a decision based on emotions would probably be destructive. When you are angry you make more aggressive decisions. When you calm down you regret making those decisions. Same goes for social changes. Logic would be a more appropriate thing to base a social change on, thinking it through and evaluating the risks and beneifts.
