Why do you think senators attach riders to bills

Generally, it is to pass a poor piece of legislation by attaching it to a good piece of legislation. The main good bill and the poor rider become one bill. The Congressman attaching the bad rider hopes that it will pass because the other Congressmen want the good main part to pass. Riders like these would probably not pass unless attached to something substantially better.

        i used both my knowledge of world history and the process of elimination to obtain these answers. option 1 cannot be a possible selection because the mandate of heaven belongs to ancient chinese philosophical belief. option 4 sounds like it would benefit the region than detriment it. however, both 2 and 3 explain a potential reason for what could have contributed to the fall of the roman empire.
