True or false germany was the first country to declare war

False Because  they didn't and they weren't the first country to declare war and that the germanys didn't be care  it was  the french. That's why it is false and  that's my  social teacher said in class  last year. That's  how I  known  that the Germany wasn't first country to declare war.
