Why did the nazis completely seal the lodz ghetto

A command was given not to let the prisoners get out of the ghetto. 
This decision sealed the ghetto. The Nazi doesn't  want the prisoners to learn nor improve themselves. Mainly because most prisoners are Jews whom they consider as an inferior race.
