How was dynasty 25 different from earlier egyptian dynasties?

Dynasty XXIV and earlier, during the Third Intermediate Period of Egypt, is characterized because its only two rulers are coevals of the dignitaries of the XXII, XXIII and XXV dynasties.

The third intermediate period of Egypt, during the XXV Dynasty, Egypt was divided into two political units, one directed from Tanis, in Lower Egypt, and another from Thebes, in Upper Egypt.

Both were ruled by dynasties of Libyan origin. While they were independent of each other, they were also rivals in many cases.
