Why do you suppose the original Articles of Confederation did not extend the authority to collect taxes to the new Continental Congress? The colonies were all out of money and there was no way they could support a national government.

The Continental Congress simply forgot to add these provisions after they voted to break ties with England.

The members of the Continental Congress did not think a national government would need any funds to operate.

One reason the colonies broke free of England was the constant taxation imposed on them by the King.
