How were the veterans' benefits provided by the G. I. Bill supposed to be distributed?

A- first come, first served

Explanation- All veterans were supposed to get help paying for college, low interest rates on home and business loans (and no down payments required), help finding jobs, unemployment pay for a full year while they looked for work, and medical care from Veterans’ Administration Hospitals. This was regardless of their race or sex.
